The Addl. Director General and Inspector General of Police, Traffic, West Bengal invites sealed tender on behalf of ‘The Governor of West Bengal’ from bonafide original equipment Manufactures / Suppliers / Firms / Contractors / Tenderers / Govt. Undertaking / Co-operative / SSI Unit etc for the purchase / Supply of the following traffic equipments / items. The detailed technical specification including terms and conditions may be collected from the Office of the Addl. Director General of Police, Traffic, West Bengal, 4th floor, Bhabani Bhawan, Alipore, Kolkata – 700 027, on any working days. The tender should be submitted by 12/02/2010. The items proposed to be purchased are:

1. Closing Date : Tender will be accepted upto 24/09/2009 by 16.00 hrs. 2. Opening Date : Tender Technical Bid will be opened on 30/09/2009 at 12.00 hrs. Bidders may collect the Tender document from the Office of the Addl. Director General of Police, CID, West Bengal, Bhabani Bhawan, Kolkata – 700027. The tenderers may remain present at the time of opening of tenders. 3. Prices quoted shall be all inclusive (including all taxes, freight, excise etc). 4. Submission of quotation: For all items except Sl. No. 4 & 7, the vendors shall submit their bids in ONE envelope containing both Technical and Financial bids. This envelope shall be endorsed as “ Quotation for Supply of Special Equipment for CID, WB” and both the technical & financial details shall be opened / evaluated simultaneously. For Sl. No. 4 & 7, the quotations should be submitted in two parts in separate envelopes duly sealed and properly marked in the following manner:- a) PART – 1 : Technical – should have the endorsement on the sealed cover as “Technical specifications (quotation) for supply of Specialised equipment for CID” and should contain all the technical details about the equipment/system along with technical literature. b) PART –II : Financial – Should have endorsement on the sealed cover as “Quotation giving cost of supply of CCTV equipment for CID, WB” and should contain the complete financial aspects quoting total system cost. c) Both Part – I and Part-II of the quotations should be separately sealed and placed in a single cover duly sealed / pasted, with name and address of the Vender super-scribed on the envelope and addressed to the Special Superintendent of Police (West), Criminal Investigation Department, Bhabani Bhawan, Alipore Kolkata- 700 027 and must be sent to this office on or before the closing time for submission of tenders. In case the quotations are received without seal and not in two parts, they are liable to be rejected. No change in quotations will be accepted after receipt of the same in this office. d) First, the technical bids will be opened in presence of parties. The technical items will then be evaluated by the technical evaluation committee. The Technical Committee may ask to vendors to give demonstration of the equipment. Once the process is complete, the financial bids will be opened in the presence of tenderers short listed after technical evaluation. The date of opening of financial bid will be will be notified to bidders at a later date. 5. The suppliers of selected items should submit an undertaking in respect of the items supplied by them that- i) The supplier would provide maintenance and spares support for a minimum five (5) years contract period beyond the warranty period. ii) The tenderer or his representative should be available / approachable over phone on all working days. Such phone number should be provided to this office. The tenderer or his authorized agency / firm for service /maintenance should be locally available at Kolkata and approachable for any emergency requirement with regard to service and maintenance. iii) The supplier firm / representative / manufacturer would be responsible for maintaining the equipment during the period of contract. They would attend any complaint with in 24 hrs. iv) The supplying firm / representative / manufacturer shall be responsible for training the Police personnel who will operate the equipment. v) The selected tenderers shall furnish security deposit @ 5% of the value of the equipment, drawn in favour of ADG, CID, West Bengal, before supply, installation and acceptance of the equipment. If a firm is unable to supply the equipment within the stipulated period, penalty / Late Delivery charges shall be charged as per Govt. rules. In case of failure to supply the equipment, the security deposit shall forfeited. 6. Pre-Delivery Inspection – Acceptance of each item shall be based on Pre-Delivery Inspection. The standard of the Pre- Delivery Inspection may be so decided that it is compatible with: i) The test held at time of technical evolution and ii) Should meet the technical specification claimed by the manufacturer in respect of the item in their brochure. 7. Any failure to demonstrate / display of the equipment before Technical Evaluation Committee for judging will be treated as failure to satisfy the terms and conditions of the tender and the tender may be liable to be rejected. 8. Earnest money @ 2% of the value of the equipment shall be deposited through Bank draft payable at the State Bank of India, Main Branch, Strand Road, Kolkata in favour of ADG, CID, West Bengal and should be enclosed with the tender papers. 9. All tenderers shall submit, along with their tenders, Income Tax and Sales Tax Clearance Certificate and duly attested copies of Trade License and other relevant licenses which may be necessary towards making such supply. 10. The ADG, CID, West Bengal, reserves the right to reject any or all the tenders without assigning any reason thereof. 11. Further details with other particulars may be obtained from this office on any working day, during office hours from the Special Superintendent of Police (West), CID, West Bengal, Bhabani Bhawan, Alipore Kolkata- 700 027 on a written request furnished by the tenderer on the letterhead of the company/firm.
